Samples of the projects that Jouannelle Consulting LLC performed for its customers are described below:

  • In-Building Wireless Solutions Program Management: The District of Columbia has adopted a legislation mandating public safety radio coverage for all newly constructed buildings. Jouannelle Consulting developed and operates the technical program ensuring the repeater systems implemented to comply to this requirement meet the objectives without any negative impact on the public safety radio network. Tasks include the development and implementation of the business process and associated monitoring tools, the development of technical requirements and testing procedures and associated training, organization and planning of the production of in-building wireless solutions (100 sites).
  • Assessment of Public Safety Broadband Needs: As part of the State and Local Implementation Grant Program (SLIGP) for the Office of the Chief Technology Officer of the District of Columbia, Jouannelle Consulting assessed First Responders wireless broadband needs through an interview process, developed a traffic demand model, designed an LTE wireless broadband network meeting those requirements as well as the associated CAPEX and OPEX budgets. This work was instrumental in guiding the City’s executives in assessing the value of the FirstNet public safety wireless broadband services proposal and make an opt-in/opt-out decision.
  • Radio-over IP application: On behalf of the office of Unified Communications of the District of Columbia, Jouannelle Consulting managed the implementation of a Radio over IP solution. That application enables interoperability between the public safety private radio network  and commercial cellular networks. Tasks included facilitating communications between the City and the vendor, ensuring work was performed within scope and under schedule and budget, monitoring issues and recommending solutions.
  • RF Engineering services: Jouannelle Consulting currently manages a diversity of wireless initiatives for the Office of Unified Communications of the District of Columbia including spectrum and licenses management, the operations of a P25 radio network and the deployment of a large fleet of police and fire mobile data terminals and associated secure applications.
